Paula Arab

Paula is known for shaping public narratives and guiding senior leaders through high-stakes media strategy, reputation, and issues management mandates across complex institutional and political environments. At Signal Hill, she advises clients on crisis response, thought-leadership development, and the kind of communications challenges where narrative control determines outcomes.

She previously founded a boutique consultancy advising corporations, First Nations, post-secondary institutions, and government bodies on sensitive reputational files. More recently, she provided senior counsel to the University of Victoria through a significant institutional crisis. Earlier, she built a national profile as a columnist and editorial board member at the Calgary Herald, and held senior newsroom roles at The Canadian Press, Postmedia, and CBC.

Frédéric Loiselle

Frederic brings a specialized skill set with over 25 years of combined work experience in the aerospace industry, finance, and the federal government. In 2021, he founded Thrust Capital Partners, a Private Equity fund dedicated to the Canadian aerospace and defence industries. Before founding the company, he led the aerospace and aviation practice of the Business Development Bank of Canada (BDC).

Previously, he was Director of Strategic Projects for Pratt & Whitney Canada, Director of Aerospace Investments for Société Générale de Financement du Québec and Chief of Staff to the Minister of Procurement of Canada.

Involved in his industry, Frédéric is a member of the Board of Directors of Dishon, Groupe DCM and of AéroMontréal, Quebec's aerospace cluster. He contributed to the Emerson Report on the Future of Canada's Aerospace and has been a member of several AIAC and AeroMontreal working groups and is a frequent speaker on the need for Canadian industry to innovate to meet future challenges.

Salomé Menu

Salomé shapes high-stakes communications and public affairs strategies that align business objectives with government and public expectations. At Signal Hill, she advises clients navigating sensitive issues, delivering clear positioning and messaging designed to inform high-stakes decisions in both English and French.

She brings experience from a national public affairs and crisis management firm, where she contributed to mandates exposed to public scrutiny and complex stakeholder environments. She also advises the Public Affairs Committee of the Young Chamber of Commerce of Montreal, helping shape strategic priorities and positioning within the city’s business community.

She holds a Master of Arts in International and Public Affairs from Université de Montréal.

Benjamin Richard

Benjamin is known for delivering high-value support and guidance to clients on strategic communications, issues management, and crisis mandates. At Signal Hill, he advises national leaders in both French and English across government, corporate, and institutional sectors.

He began his career in the political and economic affairs section of the United States Consulate General in Quebec City, where he contributed to research and analysis on multi-jurisdictional issues. He also brings several years of experience at a national public affairs and crisis management firm.

Benjamin holds a Master of Arts in International Studies from Université Laval and a Certificate in Investor Relations from the Investor Relations Society.

Philippe Gervais

Philippe Gervais is known for advising political leaders, corporate executives, and institutional decision-makers on high-stakes government relations, public affairs, and crisis mandates. As a strategic advisor to Signal Hill, he brings deep expertise across energy, environment, mergers and acquisitions, and international trade.

He currently serves as Vice President of Communications and Institutional Relations at McGill University. Prior to this, he spent 30 years in leadership and management roles for two firms specializing in public affairs, crisis management and government relations. He also served as National Deputy Campaign Manager for the Conservative Party of Canada, and held senior roles with federal and Quebec cabinet ministers, including implementation lead for the GST.

Philippe is a designated member of the Institute of Corporate Directors, and has chaired the boards of publicly traded, private, and not-for-profit organizations, including H2O Innovation Inc. and MITACS.

Sebastien Dolan

Sebastien is recognized for shaping strategy in complex, highly regulated environments where public policy, reputation, and commercial outcomes are intertwined. At Signal Hill, he serves as Managing Partner of the Montréal office. He advises organizations at the intersection of reputation, regulation and corporate strategy, while leading the firm’s presence in the Québec market.

With two decades of leadership experience within a multinational organization in a highly scrutinized industry, he led enterprise-wide regulatory and reputational strategies to guide the organization through evolving policy landscapes. Across international markets, he has led high-impact mandates to design and implement integrated campaigns spanning government affairs, strategic communications, and commercial objectives. These efforts have delivered measurable regulatory and reputational outcomes, reinforcing his reputation as a strategic leader operating effectively in complex, high-stakes environments.

Debby Cordeiro

Debby is known for leading corporate repositioning, brand building, and crisis and reputation management mandates for national and international organizations, advising CEOs and executive teams at the intersection of business strategy, ESG, and stakeholder engagement. At Signal Hill, she draws on 25 years of senior executive experience to counsel clients across complex, multi-market environments.

She previously served as Senior Vice President of Communications, Public Affairs, Marketing and ESG at National Bank, Vice President of Communications, Marketing and Public Affairs at Ivanhoé Cambridge, and Vice President of Communications and Brand at Pomerleau. She serves on the board of the Société de l’assurance automobile du Québec (SAAQ), McGill University and the Sacred Heart School of Montreal and received a TELUS CHLOE award for leadership in innovation. Debby is fluent in English, French, Italian, Portuguese, and Spanish.

Patrick Doyon

Patrick is known for helping CEOs, board of directors, and public sector decision-makers define clear strategic visions and execute on them through multi-stakeholder government and public relations campaigns. A co-founder of Signal Hill, he advises clients on issues management, crisis response, and reputation recovery across complex regulatory and political environments.

While serving as Managing Principal for the Montreal office of a Canadian public affairs and crisis management firm, Patrick developed in-depth expertise in providing strategic advice to various family offices and private foundations. Earlier in his career, he served as policy advisor to the President of the Quebec Treasury Board, where he led implementation of the province's Public-Private Partnership legislation and stood up Quebec's P3 agency.

Patrick holds a Master in Public Communications Management from Stirling University and is currently pursuing a PhD from the University of Sussex, UK.

Chris Hall

Chris is known for interpreting the intersection of politics, policy, and public opinion at the national level, drawing on decades of senior journalism and strategic advisory experience to counsel leaders navigating scrutiny and reputational complexity. As a strategic advisor to Signal Hill, he brings uncommon depth in federal political dynamics, media environments, and the forces that shape public narrative in Canada.

He previously served as National Affairs Editor at CBC and host of The House on CBC Radio, based in the Parliamentary Bureau in Ottawa, where he covered federal politics for more than two decades. He later served as Managing Principal at a national public affairs firm in Ottawa, advising senior corporate and political clients on communications and public affairs mandates.

Lou Riccoboni

Lou is known for operating at the nexus of business development and government relations, translating complex business objectives into strategic outcomes for senior decision-makers. At Signal Hill, he advises Fortune 500 companies and C-Suite executives across energy, transportation, financial services, and defence sectors.

He previously held senior business development roles at CH2MHILL/Jacobs, where he led federal procurement captures in defence and nuclear, including the first-ever public-private partnership for Canadian Nuclear Laboratories. Seconded to CNL's executive team for over a decade, he led stakeholder and Indigenous engagement, business development, and strategy. Earlier, he served on Parliament Hill and with the Department of Foreign Affairs and International Trade.

Lou is recognized as a national leader advancing energy policy and innovative technologies for a sovereign Canada.

Cleo Lougheed

Cleo supports Signal Hill's advisory teams on client mandates spanning government relations, crisis management, and international affairs. She contributes research, analysis, and stakeholder engagement across a range of sectors and jurisdictions.

She is completing a Bachelor of Arts in Political Science at Queen's University, with a double minor in Philosophy and Economics. Her academic focus and participation in Queen's Model United Nations have grounded her in international policy, diplomatic strategy, and crisis response frameworks.

Hayley Bryant

Hayley Bryant is known for her comprehensive research, analytical skills and strategic communications. At Signal Hill, she leverages her background in Media Studies to provide insights on evolving media ecosystems, contributing to strategies that support effective stakeholder engagement and government relations across jurisdictions and levels of government.

She is a recent University of British Columbia graduate with a Bachelor of Arts in Political Science, focusing on Canadian Politics and Media Studies. Hayley was Director of Sponsorship and Outreach for UBC’s Downtown Eastside Women’s Centre Student Association, securing and managing partnership funding and community relations. She has a background in student advocacy and sexual violence prevention. She has led large-scale mobilizations, represented initiatives in media interviews, and continues to train youth in stakeholder engagement and message discipline.

Coralee Peters

Coralee is known for supporting senior leaders and teams in fast-paced consulting environments, bringing precision, organization, and a strong operational lens to complex mandates. At Signal Hill, she supports the CEO and his role within a national organization, while helping coordinate the operations of the firm’s western office. With over 20 years of experience, she has built a reputation for anticipating needs, managing competing priorities, and strengthening the internal systems that enable high-performing teams.

She has previously operated her own business providing strategic and administrative support to clients across sectors, including management consulting, executive search, and non-profit organizations. Kamil Kanji

Kamil is known for navigating complex governance environments with precision and a strong instinct for stakeholder alignment. At Signal Hill, he supports high-stakes mandates in government relations, strategic communications, and issues management, with a focus on policy research, stakeholder strategy, and disciplined advocacy in politically sensitive environments.

He previously served in senior elected leadership roles at the University of British Columbia, including as Vice-President Academic of the student union and Vice Chair of the UBC Senate, where he negotiated institutional commitments worth millions of dollars for research funding, food security, mental health supports, and housing. As a member of UBC’s Board of Governors, he also helped oversee a $3 billion budget and multi-million-dollar capital projects.

Kamil holds an Honours Bachelor of Arts in Political Science and International Relations from the University of British Columbia.

Liam Berzins

Liam is known for translating business objectives into clear, actionable strategies and for crafting compelling communications and policy thought leadership tailored to C-suite audiences. At Signal Hill, he advises domestic and international leaders in both French and English as they navigate Canada’s policy, media, and public affairs landscape, with a particular focus on capital markets, tech and energy.

He brings experience from Canadian Pacific Kansas City, where he supported the modernization of GIS systems and landholdings databases, and contributed to real estate asset strategy to improve operational efficiency and safety. He also served as a teaching assistant for graduate and undergraduate courses at the university of Calgary in consulting, entrepreneurship and management studies.

Liam holds a Bachelor of Commerce in Finance and a Bachelor of Arts in International Relations from the University of Calgary.

Sonya Savage

Sonya is known for shaping energy, environmental, and regulatory policy at the highest levels of government, with a deep command of the files that define Canada's energy future. As a strategic advisor to Signal Hill, she brings cabinet-level experience and private sector expertise to clients navigating complex policy, regulatory, and investment environments.

She previously served as Alberta's Minister of Environment and Protected Areas and as Minister of Energy, where she led the province through the global pandemic and oil price collapse, represented Alberta at OPEC and international forums, and established the framework for Carbon Capture, Utilization and Storage hubs and the province’s critical minerals strategy . She authored Alberta's net-zero climate strategy and earlier spent 13 years in the pipeline industry at Enbridge and the Canadian Energy Pipeline Association.

Michael Chick

Michael is known for translating complex policy and regulatory environments into clear, results-oriented advocacy strategies. At Signal Hill, he advises clients across jurisdictions and levels of government on corporate strategy, public policy, and stakeholder engagement mandates, with clients realizing their objectives as a direct result of his strategic counsel.

He previously served as a Senior Policy Advisor with the Calgary Chamber of Commerce, leading policy development and advocacy efforts on behalf of its membership. A bilingual professional fluent in both English and French, he began his career as a Strategic Policy Analyst with the Communications Security Establishment in Ottawa, where his work on complex federal policy files and an executive-level intergovernmental task force earned him a Distinguished Service Award.

Jessie Evelyn

Jessie Evelyn is known for bringing strategic clarity to organizations navigating reputational and political risk. She advises clients on crisis and issues management, stakeholder engagement, and strategic communications in environments where corporate, reputational, and stakeholder considerations converge.

Her work spans organizational and operational crises, advocacy campaigns, and stakeholder alignment across corporate and public sector clients. She is completing her MBA at the University of Calgary and holds a Bachelor of Arts in Political Science, with additional credentials in Data Analytics and Artificial Intelligence.

Alistair Morton

Alistair is known for advising C-suite and executive teams on issues management, strategic planning, and financial communications and special situations mandates in environments where commercial, reputational, and stakeholder considerations intersect. John Larsen

He previously served as transitional Chief of Staff to the Mayor of Calgary, as Executive Vice President (Crisis and Reputation Risk) and Regional General Manager at Edelman, and as President and owner of Corpen Group, Canada's largest independent crisis communications agency. He is a former executive-level officer in the Canadian Armed Forces and a designated member of the Institute of Corporate Directors.

Catherine Moar

Catherine is known for her decades of translating political chaos, and her sharp awareness of who matters and why, into impactful advocacy outcomes. Her career began on Parliament Hill where she advised Cabinet Ministers and Senators on public policy, stakeholder relations and issues management. She has also directed election campaign strategy at the national level. Catherine brings additional operational depth, having run and grown her own event consultancy firm serving leading Canadian corporations and cultural institutions. She holds a BA in Political Science from the University of Lethbridge and an MA in Political Campaigning from the University of Florida.

Zoe Keirstead

Zoe is known for navigating high-stakes government relations, crisis communications, issues management, and public affairs campaigns across multiple levels of government, with particular depth in the oil and gas sector. She previously served as adviser to British Columbia's Finance Minister and Government House Leader, shaping provincial budget communications and navigating the post-2017 minority government landscape. In Ottawa, she was Policy Adviser to the federal Minister of Status of Women and Labour. She has also worked on provincial leadership campaigns in Alberta and British Columbia, including on the premier's media bus during the 2017 B.C. election.

Randy Dawson

Randy is known for guiding senior corporate and political leaders through high-stakes issue and reputation management, with particular strength in research-driven activation and persuasion campaigns. A co-founder of Signal Hill, he advises clients across Canada on complex mandates spanning government, regulatory, and private sector environments.

He previously served at the highest levels of government as senior advisor and Chief of Staff to provincial and federal cabinet ministers, driving negotiations on files of national consequence. He has since directed more than 35 campaigns spanning municipal, provincial, and federal levels, including leadership bids and a premier's majority victory.

Jason Hatcher

Jason is the CEO, Chair and Co-Founder of Signal Hill, with decades of experience advising senior executives and boards on high-stakes issues, including strategic communications, government relations, financial transactions, and complex public affairs mandates. He leads the firm with a focus on helping organizations navigate moments that carry reputational, political, and commercial risk.

Over more than 20 years, Jason has advised premiers,  federal cabinet ministers and political parties across the country on campaign strategy, media relations, and public policy. His work spans sectors including energy, finance, major infrastructure projects, telecommunications, technology, health, and agriculture where he is trusted to guide clients through issues that sit at the intersection of government, markets, and public opinion.

Jason’s perspective is grounded in experience across Canada’s regions and power centres. Originally from Newfoundland and Labrador, an influence reflected in the firm’s name, he has lived and worked in Quebec and Ottawa before establishing roots in Alberta. This coast-to-coast experience underpins a deep network across Canada’s political, business, and media landscapes, and informs his ability to anticipate how decisions and narratives travel across regions.
